Introduction This document provides our self-lay policy and company specific addendum to the WRc Code of Practice for the Self-Laying of Water Mains and Services (England and Wales), 2nd edition, 2009. This addendum should be read in conjunction with the WRc document as it specifies our technical and process requirements, especially where they vary from the WRc Code of Practice.
We adhere to the concept of fair competition at all times.
• We will not insist on doing all work ourselves.
• We will charge reasonable costs for work we carry out.
• We will be transparent in our charges.
• We will not impose unreasonable conditions where work is carried out by developers or their contractors.
This document aims to provide clear and transparent information to our customers on self-lay services and the associated charges together with the levels of service the customers can expect.
Self-lay policy – General information Services which can only be provided by us in our licensed geographical area on our existing supply network (‘area of appointment’) are known as ‘non-contestable services’.
Services for which customers can choose from a range of providers are known as ‘contestable services’. These include new connection services, for which customers can chose between the company, self-lay organisations (SLOs) or another provider to provide new infrastructure.
The specific new connections services that are considered contestable and non-contestable are not defined in legislation. The ‘Code of Practice for the Self-Laying of Water Mains and Services – England and Wales’ sets out the current working practice in the sector.
1 Contestable work We reserve the right to carry out work in-house on our existing supply network. Only our staff are allowed to perform this work, which is therefore known as ‘non-contestable’. We permit all other work be carried out by external bodes, including self-lay organisations (SLOs).
Work that can be carried out by SLOs includes:
• Designing on-site water systems in line with our specifications.
• Installing on-site mains
• Making routine in-line mains connections, subject to relevant safeguards and accreditation schemes being in place
• Installing off-site mains in third party land and highways where SLOs have obtained the necessary easements and highway authority approvals, and satisfied any other legal requirements;
• Installing new mains for development sites, where SLOs have the necessary permissions and no existing customers will be affected and/or there are no engineering reasons why this work should be non-contestable
• Installing service pipes to our specifications
• Connecting service pipes to new mains (after we have commissioned them), provided the appropriate standards are met and there are no risks to existing customers
• Connecting service pipes for new development sites to water mains installed by Thames Water or other SLOs
• Connecting service pipes directly to existing off-site mains, subject to appropriate accreditation and caveats
• Swabbing, pressure testing and disinfecting new mains under supervision
• Fitting water meters to our specifications and subject to our approval;
• Providing ‘as constructed’ drawings to our specifications.
1.1 Non-contestable work As noted on page 4, some work must remain our responsibility so that we meet our obligation to
maintain a wholesome and safe water supply to our customers. This ‘non-contestable' work includes:
• Designing ‘off-site’ water systems, which involves improving our existing network to cope with the additional demand
• Sizing water pipes
• Approving on-site water main designs
• Off-site work to provide additional capacity in the existing water distribution network
• Determining the timing of service pipe connections to a new main
• Connecting a new main to our existing water distribution network
• Connecting a new main to an existing main, when this involves risks to existing customers
• Connecting a service pipe directly to an existing main, when there is a risk to existing customers
• Water sampling and quality testing
• Decommissioning redundant mains following a diversion
2 Self-lay process
2.1 Initial enquiry stage We require developers and self-lay organisations (SLOs) to make an initial enquiry or a capacity check with us in advance of a self-lay application. This will help ensure that capacity is available in our water network when it is needed and indicate the potential costs of providing any new capacity or using any previously installed capacity needed for the development.
Completing a capacity check at planning stage will help avoid delays in supplying the site when you reach construction stage. Please refer to the addendum for further information.
2.2 Making an application for a self-lay project We welcome applications from any of the parties involved in a self-lay project; these may be the developer, the SLO or a consultant.

Where our records show that a requisition or self-lay quotation has previously been issued to the developer or landowner of a scheme, we may require the developer or land owner to provide permission before we can share this information with a third party.

2.3 Self-lay design You can ask us to prepare a self-lay design or request a suitably accredited SLO to prepare one. It will assist our designer if you provide details of any relevant service corridors on your application layout.
If the SLO chooses to submit a self-lay design, we will need to consider this and either approve it or comment on those areas where it does not comply with our specifications.
If the submitted self-lay design is not to our specifications, we will return it, indicating areas that need to be amended. Once the design has been re-worked by the SLO, it will need to be re-submitted for approval. You can read our service levels for providing an SLO design and for approval/rejection of an SLO design in Appendix 1.
2.4 Self-lay offer
When the approved self-lay design is returned, we will provide the following information:
1 The amount we pay you, known as the 'asset payment’ (Discounted Offset Amount) 2 Developer's Payment (This covers the new infrastructure we provide at the point of connection of the self-laid main and any work we carry out to provide additional capacity) 3 Self-lay agreement Our offer is valid for 180 days from the date of issue.
3 On-site installation
3.1 Pre-start meeting It is important that a meeting is held before the start of any self-lay work. This gives all parties an opportunity to discuss the processes involved and in particular establish how we and the SLO will work together.
At this ‘pre-start’ meeting we will tell you which of our engineers will work with you to resolve any issues that may arise during construction of the self-lay main.
3.2 Audits We may visit the site to audit the self-lay work.
The SLO is responsible for ensuring that any assets intended for adoption – such as pipes, valves and meter boxes - are built to our standards. Any Thames Water audits are for reporting and accreditation purposes only.
We will tell the SLO if any work does not meet our approved design and specifications. They will then need to rectify the defects at their cost and request a further inspection. Any work that remains noncompliant will not be connected to our network The SLO must maintain a Water Industry Registration Scheme (WIRS) accreditation. We may also require the SLO to show that during the work they have maintained the requirements of Lloyd’s Register, which is the list of approved SLOs registered as WIRS providers.
3.3 Variations If the developer or SLO wishes to change the approved design, they should contact our appointed engineer, who will assess what action is needed to enable the change. Any change will need to be included as part of the approved design. This may mean that on-site work will need to stop until we either revise the design ourselves or approve the updated design (if provided by the SLO). Where an unauthorised change has been made, we will not connect the self-laid main until we have assessed and approved the change. We will not pay for any corrective work.
3.4 Self-lay installation process
3.5 Pressure tests We require that pressure testing information appropriate to the type of pipe laid must be forwarded to an accredited test laboratory. They will advise whether the test results meet our requirements.
A successful pressure test result must be provided for each section of self-laid main before it can be connected to our network.
We may wish to attend this testing for audit purposes, and therefore need at least five working days’ notice of an intended pressure test. Any test carried out without notice will need to be repeated at the SLO’s expense.
3.6 Chlorination / disinfection The SLO must give us at least five working days’ notice when chlorination and disinfection are planned, and tell us when a sample may be taken from the main for analysis. We will take the sample and provide results to the SLO within 10 calendar days.
The authorised chlorination method to be followed is:
1. Pipes and fittings should be stored and transported with the minimum risk of contamination. Pipes must remain capped until laid.
2. Swab (using a chlorinated swab) and flush, using twice the volume of the main, prior to disinfection. Inject chlorine solution at 50mg/l with a proportional injection machine into the ‘temporary washout (filling)’ on the new main.
3. Dose complete section of main with 50mg/l chlorine solution, leave for a minimum contact time of seven hours (max 24 hours), timed from when the required residual shows at downstream washout hydrant. Check residual level following full contact period. If residual drops below 50 per cent of the original strength stop, flush main and repeat disinfection.
Further information on the authorised disinfection procedure is available on request.
Please include details of the chlorination test to be used in the site-specific method statement.
3.7 Main-laying completion The SLO completes main-laying to the required specification and rectifies any defects identified during the inspection and audit. The SLO provides us with the ‘as laid’ drawings and test certificates. We will then arrange the main connection, issue the vesting certificate and make the asset payment to the developer or SLO. The maintenance period starts from date of commissioning.
3.8 Payments We will advise you of any payments we require when we issue the self-lay agreements. Examples could include funding to cover any additional capacity that may be due. We often agree to deduct this payment from the asset payment due when we take ownership of the self-laid main. If this is not possible, the self-lay offer will detail the payment required when the self-lay agreements are returned.
We will invoice service connection related payments to the appropriate party during the progress of the works. Examples could include infrastructure charges, meter administration charges and water used during the construction period.
4 Service connections
4.1 Water Regulations inspections We and the SLO/developer are jointly responsible for ensuring that both service pipework and internal plumbing comply with current Water Regulations. We are part of the Water Industry Approved Plumbers Scheme (WIAPS) which has been set up to manage the responsibilities involved in meeting
Water Regulations requirements. There are two choices available:
