INDEPENDENT MEMBERS

PHILLIP WEBB - Chairman of the Board of Governors with effect from 6 October 2004 Chief Executive, Police Information Training Organisation (PITO) Phillip has been Chief Executive of Police Information Technology Organisation (PITO) since October

2001. Prior to joining PITO he was the Chief Information Officer (CIO) with the Defence Evaluation and Research Agency (DERA) and subsequently QinetiQ on privatisation. PITO is a Non Departmental Public Body (NDPB) under tripartite governance (Home Office, ACPO and APA), with an annual budget of over £350million and 715 staff of police officers and civilians, tasked to provide the police with national ICT (Information and Communications Technologies) solutions to address national issues.

Phillip is an experienced board level executive and strategic planner, with a track record of delivering major programmes. His career has spanned electrical, electronic and nuclear engineering before he moved into computer science. He maintains a wide circle of contacts in industry, academia, defence and law enforcement circles.

Phillip's engineering career began in 1967 at the Royal Naval College, Greenwich, where, after graduating, he held both scientific research and teaching posts. He later developed a wealth of high-level experience in ICT issues within government organisations, including the Admiralty Research Establishment, the Defence Research Agency (DRA) and even with the Admiralty’s Applied Psychology Unit as Senior Scientist.

He took up the post of Director of Information Systems for DRA in 1991 and assumed the wider responsibilities of CIO with the formation of DERA in 1995. The rapid growth in technology, market testing, outsourcing and the exploitation of e-business formed the backdrop to Phillip's task of developing DERA's role in the knowledge economy and the build up to its privatisation in July 2001.

During his time at PITO the volume of project work has increased significantly, with a doubling of resources and a four-fold increase in the budget. Phillip introduced end-to-end programme and benefit management practices, which are quoted as best practice by the Office of Government Commerce (OGC). Phillip has steered the organisation through substantial change during the past three years, with the expansion of PITO’s role, the introduction of commercial business practices, changes in governance and planning for the impact of police reform. This required close stakeholder engagement at Chief Officer and ministerial level.

Phillip has published and presented extensively on ICT and knowledge management, and represents PITO on numerous national and international committees. He is Chairman of the Board of Governors of the University of Portsmouth and maintains a keen interest in scientific research. He is married with one daughter and lives in Hampshire. His leisure activities include travel, reading, history and collecting antiques.

MIKE BROOKS Formerly Finance Director, Trinity Energy Limited

Mike joined the Board in January 2005 and is a member of Audit and Quality Committee. After completing a Diploma in Business Studies at Portsmouth College of Technology and qualifying as a management accountant, he spent most of his working life in the international oil and gas industry, mostly with Shell. He has worked in Saudi Arabia, Australia and Nigeria as well as the UK. In 1987 he completed an MSc in accounting and finance at the London School of Economics. On leaving Shell, he established a consultancy and interim management practice, and from 2001 to 2004 was Finance Director of Trinity Energy Limited, a small oil and gas company investing principally in Russia and Uzbekistan. Following completion of this project, he has continued to undertake consulting assignments and has been appointed a lay member of the Medical Research Council for a four-year term from April 2005.





2 MARIE COSTA Formerly Chairman of the Portsmouth and South East Hampshire Multicultural Group Marie joined the Board in January 2006 and is a member of the Students' Academic and General Affairs Committee.

Educated in Nigeria, Marie came to England in 1957 to train as a nurse initially, at Blackburn Royal Infirmary and then as a midwife at Kingston Hospital. She practised as a nurse/midwife around England, including Portsmouth from 1969. In 1973 Marie returned to full time studies at Portsmouth Polytechnic, graduating in History in 1977. A year's Postgraduate Certification in Education training followed at Chichester College and she then commenced teaching history and sociology at Portsmouth College of Art (part time to slow adult learners). She was engaged in full-time posts first, at Bay House Secondary School, Gosport and then seven years as a lecturer at South Downs College. Marie owned and managed Flowerlands Nursing Home from1989 until March 2002.

Involvement in voluntary activities led her to become Chairman of the Portsmouth and South East Hampshire Multicultural Group from 1995 to 2005. Marie was instrumental in acquiring the first Multicultural Centre in Reginald Road. A founder member of the African Women's Forum in 2000, she is also a member of the Board of Governors at the New Theatre Royal, a member of the Local Strategic Partnership in Portsmouth, a board member of Portsmouth Race Equality Network Organisation and a past Vice Chairman of the Board of Governors of The Multicultural Centre in Friendship House.

DAVID FERGUSON

Retired, formerly Director and General Manager of Business Systems at the Post Office David joined the Board in January 2002 and is in his first term of office. He is a member of the Estate and IT Committee and Finance Committee. He is also the Governor representative on the Project Board to introduce Jupiter (the new student records system).

David was educated at Brighton Hove and Sussex Grammar School and at Imperial College London, where he read Aeronautical Engineering. His early career was spent in operational research, initially at the National Coal Board and later with Honeywell Information Systems. He later moved to Rank Xerox, where his assignments included IT Director of the German subsidiary and Group IT Strategy Director. He joined the Post Office in 1991, where his posts included Director of IT Services, Director and General Manager of Business Systems and Managing Director of the e-Infrastructure Business Unit.

He now consults on a variety of IT topics, is a committee member on the British Computer Society’s Elite Group responsible for Elite’s events program and sings with the London Orpheus Choir.

KEVIN HAVEN Barrister, currently at the Chambers of Michael Beckham QC, specialising in clinical negligence, personal injury and insurance work Over the years Kevin has held various positions on Chambers management and finance committees. He was previously a solicitor, initially in London working on political risk insurance to support inward investment projects to former Eastern block countries. Subsequently, he was head of commercial litigation at Shoosmiths when the firm set up at Whiteley. He has also lectured law on professional development courses to solicitors and barristers.

He has also been a professional sailing instructor and participated in major yacht racing events.

Kevin originally comes from Hampshire and was educated at Peter Symonds Winchester, before studying at Kent and London universities.

Adam joined the Board in January 2005 and is a member of the Finance Committee.

Adam was educated at Cheltenham College and trained as a Chartered Accountant at Deloitte & Co in London. After qualifying, he joined the corporate finance department of P&O Steam Navigation Company, where he subsequently became European Financial Controller and General Manager (Belgium), based in Antwerp. Following this, Adam joined Allied Signal Aerospace, in Frankfurt, as Finance Director (Europe) and was sponsored to do an MBA at London Business School. He also spent periods of time with Labatt Limited, the Canadian Brewer, as Vice President, Finance for Europe and as Group Finance Director of Associated Container Transportation Limited. Prior to joining Wightlink as Finance Director in 1995, Adam was the Group Financial Controller at P&O Containers.

Adam is a Board member and Chairman of the Finance Committee of Drum Housing Association, formerly East Hampshire Housing Association, based in Petersfield.

STUART ILES Formerly Bank of England Agent Stuart joined the Board in July 2004 and is a member of Finance Committee and Students’ Academic and General Affairs Committee.

Stuart was educated at Canton High School, Cardiff, and then at the University of Wales where he studied economics and politics. Most of his career has been with the Bank of England on monetary policy. However, Stuart has also worked with the Treasury, the DTI and has been economic adviser to the Bermuda Government. In 1993 he was appointed agent and head of the regional office of Central Southern England and was responsible for informing the Monetary Policy Committee about economic conditions. He has in recent years been inter alia a member of the government’s London and South East Industrial Advisory Board, the SEEDA Advisory Council and the University of Southampton School of Management’s Advisory Board.

MARTIN JAMES

Formerly European Human Resources Service Centre Manager, IBM Martin joined the Board in January 2006 and is a member of the Human Resources Committee.

Martin was educated at Merchant Taylors' School and then at the University of Nottingham where he studied mathematics. After starting his career in London, he moved to Hampshire in the mid 1970s and joined IBM in Portsmouth. He has since held a variety of human resources management positions with IBM, both for IBM UK and for IBM Europe, latterly setting up and running IBM's European HR Service Centre which was based inPortsmouth between 1998 and

2005. Martin retired from IBM in July 2005 andis now running his own HR consultancy business.

Jeff Lock is a General Dental Practitioner who lives and works in the Gosport area. He was educated at St Mary’s College, Crosby. On graduating from Birmingham University in 1981, he completed a Short Service Commission in the Royal Navy, before entering general practice.

His commitment ranges from training and encouraging school leavers into dentistry via the Trident scheme to being a vocational trainer for newly qualified dentists. His practice achieved Investor in People status in 2000. He was founder member of the University Advisory Committee, which facilitated the opening of the new School of Professionals Complementary to Dentistry.

4COLIN WEBBFormerly General Manager Press Association

Colin joined the Board in March 2001 and is in his second term of office. He took up appointment as the Chairman of the Human Resources Committee on 1 January 2005. Colin Webb is an Honorary Fellow of the University. He was brought up in Portsmouth and his first job was with the Portsmouth Evening News. He has subsequently worked for Fleet Street and Editor of the Cambridge Evening News. He became Deputy Editor of The Times and then Editor in Chief of the Press Association. Colin retired from journalism around 1996 and worked in London with the Marriage Mediation Service before retiring in 1999.

JEREMY YOUNG

Joint Managing Director of Young & Butt Ltd Jeremy joined the Board in January 2004 and is in his first term of office. He is a member of the Estate and Information Technology Committee and is the Governor representative on the Project Board for the Frewen Library extension.

Jeremy was educated at Bradfield College and London University, where at the College of Estate Management he obtained a BSc degree and is now a Fellow of the Royal Institution of Chartered Surveyors. Having started his career in London, he moved to Hampshire in 1967, becoming a partner in the firm Young & White in 1970. Following a period of corporate ownership he set up Young & Butt Ltd in 1995 where he is joint Managing Director. The company advises on the disposal, acquisition and development of all types of commercial and industrial property in central Southern England.

He is a past president and honorary life member of Portsmouth and South East Hampshire Chamber of Commerce and Industry and a Board member of the East Hampshire Chamber. He lives at Steep, Petersfield, with his wife Lindy and their four children.
